Consulting Engineers and Architects Associated (CEA) was set up in February, 1979, by Neville Kotagama, a senior Highway Engineer. Having held several senior executive and managerial positions including the position of Chief Engineer, Highway Designs during his twenty five years of service in the Public Works Department and Department of Highways, he retired early from Government service in 1978 to set up this Engineering Consultancy Firm to undertake multi-disciplinary consultancy work with an emphasis on the Highways and Transport sector. CEA office is located in Sri Jayawardenapura Kotte, the administrative capital of the country.

CEA is a multidisciplinary organization and provides complete, comprehensive and integrated consultancy Services in the fields of Highway Engineering, Transportation, Urban Development, Water and Sanitary Engineering, Architecture, Buildings and related facilities. The services embrace all aspects of infrastructure development and rehabilitation projects, both urban and rural. The firm has experienced and qualified Engineers, Architects, other Professionals and support staff together with the services of a large number of  Specialist Consultants available as required to be outsourced.
